Structure

Cell-based, compartmentalized. Each cell operates semi-independently and knows little of the others. The Broker directs resources and contracts from the shadows. Mid-tier 'Fixers' manage regions.

Goals

Control the black market for ship components, fuel, and illicit augments. Leverage scarcity created by the war into long-term political influence. Eventually, legitimacy.

Philosophy

All markets are black markets. Governments call something illegal so they can tax it; the Syndicate just cuts out the middleman. They believe commerce is the only honest relationship.

Limits

The Syndicate has an internal rule: no trading in extinction-class weapons. Partly ethics, mostly because a dead frontier has no customers. The Broker has had people killed for violating it.
