Structure

Confederation of 14 independent station-states and colony worlds. No standing military. Decisions require unanimous consent, which is achieved roughly never. They survive on mutual interest.

Goals

Prevent any single faction from dominating the frontier. Keep trade lanes open. Build enough collective leverage to resist annexation by the big players.

Philosophy

Pragmatic pluralism. They have no unifying ideology except survival and the belief that small voices together are louder than a single empire.

Limits

Will not formally ally with any major faction, even when survival seems to demand it. Desta Amara has rejected three such offers, each time narrowly avoiding a coalition collapse.
