Structure
Meritocratic technocracy. Elected councils govern each sector, but real power sits with the Director-General and his cabinet of 'Architects.' Elections happen -- they're just not terribly competitive.
Goals
Replace the empire with a republic built on scientific progress, individual rights, and economic self-sufficiency. Control of the Lacuna Gate transit network is their primary military objective.
Philosophy
The empire rotted because power was inherited, not earned. Progress over tradition. They genuinely believe this -- even as they consolidate power in ways that look suspiciously imperial.
Limits
Fenn has a strict prohibition on enslaving or conscripting civilian populations. He has, however, turned a blind eye to 'voluntary' labor contracts that amount to the same thing.
